RULES OF ADMINISTRATION ILFRACOMBE & DISTRICT POOL LEAGUE

(UPDATED 04th AUGUST 2024)


COMMITTEE


The Committee shall consist of members duly elected at the Annual General Meeting.  This will include the appointment of the officers :  Chairman;  Vice Chairman;  Treasurer;  Secretary,  Results Secretary and Social Media Rep.

Each Committee member has one vote in decisions, but may be excluded from voting if they have a personal interest. This is at the discretion of the Chairman and a committee member must declare a personal interest if he/she has one. In voting the Chairman does not have a vote but in the event of a tie, has a casting vote.

If a Committee person voted on to serve for 12 months fails to attend three successive meetings without reasonable cause, then the Committee has the right to expel that person from the Committee and may co-opt any other person in that person's place. Any vacancies created by committee members resigning can also be replaced by the Committee who may co-opt any other person in that person's place.

At the end of the season, committee members will be excluded if they have not attended meetings or assisted during the year.

Committee Meetings are held on the first Sunday of each month at 6 p.m. and any clarification of rules, complaints, etc. should be in writing and handed to the Secretary or member of the Committee at any time before such meetings.

TROPHIES

The permanent trophies will remain the property of the League at all times.

These trophies shall be held from the date presented until 31st March in the following year, during which time the holders are responsible for their safe-keeping and condition.

All permanent trophies must be returned to the Committee before 31st March by all the previous year’s winners.

Trophies will be awarded for winners and runners up of all Team Leagues (single trophy), Team Cup (single trophy) and Individual competitions with the exception of runners up in the Invitation Cup and any Special competitions (which are one off competitions to utilise Bye weeks). Any trophies not collected at a designated event will be forfeited at the discretion of the Committee.

COMPOSITION OF LEAGUES

The Committee will assess the strength of the teams seeking admission to the League at Registration night and will decide as to which Division they be admitted. No late registrations will be allowed.

All dates and venues will be decided by the Committee.

All venues will be vetted by the committee before the start of the season. Each venue must have in the opinion of the committee a properly marked and levelled table, room around the table and adequate lighting.

REGISTRATION

Each team must register a minimum of six players. All players must be registered at registration night but new signings can be added via the results sheet before 7.30 p.m. on the night their first match is to be played. The registrations will be scrutinised by the Committee and any non-approved player’s matches must be replayed.

No team is allowed to have more than ten players registered at any one time.

Registration fee is £ 50.00 per team. This will be subject to amendment and must be agreed at the A.G.M. each year. A registered player can be de-registered to be replaced by another player. This new registration of a player must be written on the results sheet before the match starts. The name of the de-registered player must also be added if the team consists of 10 players at the time. No fee will be charged. The registrations will be scrutinised by the Committee and any non approved player’s matches must be replayed.

Each team will only be permitted to register two players between the ages 16-18, and no team will be permitted to register a player under 16 years old. When registering players under 18 years old, the players’ dates of birth should be noted on the registration form. Once that player reaches 18, another player aged between 16-18 can be registered provided the team has no more than ten players registered.

When registering players who may be called away during matches due to their duties for emergency services (e.g., Doctors, Ambulance Staff, Fire Brigade or Lifeboat crew) the registration sheets should be noted accordingly as in these circumstances substitute registered players can be used for the matches which remain uncompleted due to their call away under such an emergency. The games will be completed by the substitute who will continue the game as if the original player had remained to complete the game.

Any players banned from venues by the I.D.L.A. will have their league registrations withdrawn.

TRANSFER

A player wishing to transfer from one team to another must apply to the Committee in writing 2 weeks prior to playing for the new team.  No fee will be charged.

No transfer will be allowed after December 31st. New signings (including players who reach the age of 16) and replacements can be made until the end of the season.

Any team wishing to transfer to another venue during the playing season must apply in writing to the Committee one month prior to the intended date of transfer. A fee will be payable to be decided by the Committee (which may include re-imbursement up to 31st December to a player or venue where they have been prevented from continuing to be in or have a team through no fault of their own).

PLAYING RULES

The ‘Black Ball Rules’ as approved and used by the World Pool-Billiards Association (WPA).

For our league when playing Doubles competitions the winner of the lag can nominate themself or their partner or the opposing pair to break in the first frame.  The order of play in each frame will alternate thereafter.  The break for subsequent frames will also alternate so that frame 1 is player A, frame 2 is player B, frame 3 is player C, frame 4 is player D and frame 5 is player A etc.  (Player A is the person who breaks in the first frame.  Player C is their partner.  Players B & D are the opponents).

MATCH RULES

All matches must be played on the Sundays and Wednesdays allotted in the fixtures lists provided at the start of the season. Matches can only be cancelled with the agreement of the opposing captain and not less than 24 hours before the date of the match. The captain who cancels the match must also notify the Results Secretary or Secretary (and the Venue of the match) of the cancellation not less than 24 hours before the date of the match. The captain who cancels the match will be given three reasonable dates, no more than 2 in any one week by the captain of the team who has been cancelled against within one calendar month of the date of the cancelled match. If the captain who cancelled the game cannot agree the re-arranged fixture within the agreed time period the Committee will investigate the circumstances and award points within their right to the non-offending side. If neither side makes any reasonable effort to re-arrange the match, no points will be awarded and both sides will be warned about their future conduct.

No Sunday League games can be cancelled in the period of the scheduled last 3 games in the League season.

Any league or cup matches not played will be awarded or forfeited as the Committee decides.

Each team must consist of five players and each player will play three legs against the same opponent in league matches.  In cup matches a single frame format will be used with five named players and two substitutes if desired.  The substitutes can be used to replace one of the players in frames 6 - 10 and 1 player in frames 11 - 15.  The home team repeats in the same order for each set of 5 and the away team will change positions in accordance with the new cup results sheet numbering.  The first two players will lag for the break.  Each frame thereafter the break will alternate accordingly.

Each team must be declared by 7.30 p.m. and players must be in attendance for the start of their game.

The player must be fit to play the match and any match should not be started if the referee, opponent or captain feels that a player is not fit to play.

Before the start of the match the captains must agree the pool table is suitable for play.

Each League game must have a Referee approved by the opposing Captains.  The home team must provide referees for all games.

If an ineligible player is played then the team involved will forfeit the whole match 15-0 to their opponents.

If any team plays any unregistered player twice, their Captain will be called before the Committee to explain his actions. In such cases the Committee may expel any offending team from the League or take any appropriate action they feel necessary.

Any team failing to turn up will forfeit the match 15-0 and will also be deducted a further 6 points penalty (to be confirmed by the committee), unless a genuine reason can be given to the committee for that failure to turn up by their captain who will be called before the Committee to explain why. The Committee will expel any such teams from the League or take any further appropriate action they feel necessary depending on the reasons given for not turning up. Travelling problems will not be acceptable as a reason for not turning up (with the exception of extreme bad weather).

If any match is not completed by closing time, the Landlord may request the captains to play the remaining legs on a different date. In this instance, the captains must arrange a date within six days and notify the Results Secretary.

RESULTS AND POINTS

Each match will be played as 3 frames per game for all 5 players in the team. Each team will receive one point for each player’s frames won. The points awarded will be decided on frames won. i.e., if a team wins 8 frames in a match it will collect 8 points for the frames won and their opponents will collect 7 points for its frames won.

Player’s individual averages will be calculated on a basis of league frames won divided by league frames played.

To qualify for the best average trophy players must have played at least 75% of their team’s league matches played.

All team Cup games will be played with the result being determined by the first team to win 8 of the 15 frames within that match.

RESULTS SHEETS

Results sheets must be written in full and countersigned by both captains. The winning teams (the team which won most frames) captain is responsible for photographing and posting directly to Facebook for The Results Secretary no later than 7pm on the Monday immediately following the match. Please note that if these sheets are not posted to Facebook,  the Committee will award points as they think appropriate, such as; if the winning captain fails to post a results sheet his team will receive no points. The losing team will still receive their points gained from the match; provided they notify the Results Secretary of the score on notification of a missing result. 

WITHDRAWAL

Should any team withdraw or be expelled from the League, all their results will be deleted from the League table. Players overall individual averages will include actual matches played against those teams prior to their withdrawal/expulsion. .

KNOCK OUT INDIVIDUAL CUP COMPETITIONS

Registration for Cup Matches of individual players will be required in writing by the Results Secretary separate from the League registrations referred to above. These individual cup registrations will take place on a separate cup entry night after team registration night and additional entries can then be made up to 30th September to include all original players registered and any new registered players in the period from registration night to 30th September. These additional entries must be registered at St Georges with the required registration fee before 30th September. All registrations must be accompanied by a fee of £4.00 per player per competition (with the exception of the Captains Cup, Vice Captains Cup and Landlords Shield, which are free to enter). The Cup entry fees will be subject to amendment and are to be agreed at the A.G.M. each year. With the free to enter competitions no change of player will be permitted after registration night. In all other individual singles competitions players cannot be replaced in the competitions after 30th September closing date. In the Doubles competitions only one player of a pair can be replaced.

Any two registered players may enter the Doubles competitions.

Subject to approval by the Committee any de-registered player who had entered a cup competition prior to their de-registration will still be allowed to play in that cup competition.

Ladies may enter Open Competitions as well as their own Competitions.

The Veterans Singles and Veterans Doubles competitions can be entered by players who are 55 years of age or older on the date set for the Team Registration Night.

The Youth Singles competition can be entered by players who are 16 to 19 years of age on the date set for the Team Registration Night.  If there are less than 8 entries for the Youth Singles, the competition will not take place.

All matches will be played on a Wednesday or Sunday night on the date listed on the Cup Dates list.

Players will be drawn to play on tables selected by the Committee and should report to the named Responsible Person nominated by the Committee at the venue stated by the time stated. After that time a draw will be made for the various games, involving only the players who have reported in by the appropriate time. A series of rounds will then be played, involving one or more draws, until there is a winner or winners (depending upon the number of players required) who will progress to the Semi Finals.

RIGHT OF APPEAL

There is a right to appeal against any decision reached by the Committee but any such appeal must be handed to the Secretary within 21 days of notification of the Committee decision.

AMENDMENT TO RULES

Any proposals to alter or amend these rules must be submitted to the League Secretary at least 14 days before the date of the Annual General Meeting, where such proposals, alterations or amendments if seconded will be voted on by those present.
